The Tobago House of Assembly (THA) provides financial assistance for residents of Tobago who experience difficulty covering the cost of tertiary-level studies.  Assistance is provided for tuition (at local, private, and international institutions only), living expenses, books and other miscellaneous expenses associated with tertiary-level education.

Who qualifies for assistance?

Applicants must be citizens of Trinidad and Tobago, reside in Tobago and be enrolled in or accepted at a tertiary-level educational institution.  If the institution is one in Trinidad and Tobago, it must be a private one in order for them to qualify for assistance under this programme.

How do I apply?

You must fill out a Financial Assistance Application Form.  This form can be picked up at:

Opening hours: 8:00 am to 4:15 pm, Monday to Thursday, and 8:00 am to 4:00 pm on Friday, except public holidays.

You must bring the original and two copies of each of the following documents to the Financial Assistance Unit office with your completed application.  The original copies will be verified and returned to you immediately.

  • All certificates, degrees or diplomas you have earned.
  • Two passport-size photographs.
  • Birth certificate.
  • A letter from your doctor (medical certificate) indicating your general state of health (less than 6 months old).
  • Curriculum Vitae or resume.
  • Course outline.
  • Accreditation letter (not required if attending any of the University of the West Indies).
  • Transcript from last institution attended (in case where students have begun studies, transcript should be from the present institution).
  • Letter from school or institution stating annual cost.
  • Passport (pages 1-4 and 32).
  • Letter of acceptance.
  • Two character certificates (letters of recommendation), one of which should be from the head of the school or college last attended (less than 6 months old).

The accreditation letter for both local and international institutions must be obtained from the Accreditation Council of Trinidad and Tobago (ACTT).

How long does it take?

The application and approval process usually takes a maximum of six months to be completed.  May 31 is the deadline for applications for August or September entry to institutions.  September 30 is the deadline for applications for January entry to institutions.

The Training Awards Committee will conduct a review of the application after it is submitted.  The committee may request an interview with the applicant to obtain more information or clarification.  The Awards Committee will make a recommendation to the Executive Council of the Tobago House of Assembly (THA) based on the financial need and the expected employability of the applicant.  The Executive Council will review the recommendation and make a final decision regarding financial assistance to the applicant.  The applicant will then receive notification of the decision in the form of a letter, an email and a telephone call.
